In what ways does the Organization of African Unity (O.A.U) look like a confederal type of government?

These are the ways by which the organisation of African Unity (OAU) look like a confederal type of Government:

A confederal type of government is the coming together of autonomous or independent states to form a loose union. The major activities in government still remain with the component states, making the centre weak. O.A.U. has a similar feature as stated below:

(i) Independent or sovereign states that make up the body (OAU).

(ii) The exercise of functions and activities of government are still with the sovereign states, making up the OAU.

(iii) The centre of the organisation, that is the secretariat, is weak.

(iv) The existence of the organisation may end abruptly because of the right of secession possessed by member states.

(v) Citizens of the independent states making up OAU can only obey the government of their country.

(vi) The centre has no national army. Each state controls and formulates policies involving its armed forces.

(vii) Member states still retain the supreme powers of governance. The rules, policies etc of OAU cannot reduce or affect their powers.

(viii) States or countries making up the Organisation of African Unity still retain their sovereign identity.
